When the body count from Marineford was confirmed, Rokuji's name was on it. The subsequent eighteen months of silence were treated as confirmation of death by standard intelligence procedure. Standard intelligence procedure was wrong. This is noted. The relevant personnel have been informed. The relevant personnel have requested reassignment. Several of those requests have been approved.

What we know of the two-year absence is partial. He was in the care of a former Germa contractor whose current whereabouts are classified. What the contractor accomplished in that time is partially documented and largely alarming. The subject who emerged at Sabaody bore no obvious physical resemblance to the post-Marineford casualty record beyond bone structure and coloring. He was faster. His Haki had undergone a qualitative change that our senior observers are still struggling to accurately characterize. The Phoenix Fruit and the Nika element appear to be resolving into something that existing threat frameworks were not built to accommodate.

Eyewitness reports from Sabaody describe a calm man in a dark mantle who moved through a marine blockade the way water moves through sand. No theatrics. No declaration. His movements during the interval are partially reconstructed. He operated in a zone our cartography division classifies as the Silent Meridian — a stretch of the Grand Line where Log Poses fail and conventional navigation collapses entirely. Our records show three previous attempts to map this region. All three ended without the mapping vessels returning. Kaillou appears to have lived there for the better part of six months, operating from a vessel described by the single surviving witness as moving like it knew where it was going even when nobody did.

What he acquired during that time is documented in captured Marine intelligence from the Sabaody incident. The weapon designated Undertide is not simply a greatsword. He moves with the Current and the Warcoat moves with him. Attempts to pin him during combat are noted as uniformly unsuccessful.

The bounty increase reflects the following calculation: a navigator of this capability does not simply help the Phoenix Pirates go where they want to go. He ensures that no one who tries to stop them can do so effectively. The strategic value of that is not measured in combat power. The previous bounty treated Bon D. Age as a shipwright who was also a capable fighter. This was the wrong framework. The current assessment treats him as a weapons system that is also a shipwright. The distinction matters more than it sounds.

Following Marineford, Bon surfaced alone at a location our division refers to in operational briefings as the Graveyard Docks — the place where ships that should not have survived their encounters with the New World come to be picked clean. Our informants describe him arriving with almost nothing and spending the next eighteen months treating the wreckage around him as raw material. He rebuilt the Ironwake Rig from components of vessels that had faced Sea Kings, storms, Marine cannon fire, and every form of structural failure the sea can produce. He studied each failure. He understood what had broken and why. Then he incorporated the solutions.

The Ironwake Rig that reappeared at Sabaody is not the equipment we have previous records on. It is larger, heavier, and significantly more modular. Field reports from the Sabaody engagement describe a man who absorbed cannon fire, redirected physical force through his frame rather than resisting it, and moved across a collapsing dockyard at a speed inconsistent with his apparent weight. The chains attached to his equipment were used for purposes our combat analysts are still cataloguing. At least two marine pursuit vessels reported anchor impact damage during the escape sequence. Threat Classification

Of additional note is his relationship with the Phoenix Pirates' vessel. Intelligence confirms that Bon D. Age and the engineer Anisa Velen are the only individuals outside the crew's captain who fully understand the Shipsune Miku's capabilities. A shipwright who knows every structural weakness of the enemy vessel is a strategic asset of the first order. He is the reason that ship functions. He is, by extension, one of the reasons this crew is as difficult to stop as they are.

The Iron Anchor Oath referenced in multiple intercepted communications is worth noting for field commanders. It is not a metaphor. If this man has sworn to protect something, the operational assumption should be that he will not stop doing so.

The helmsman formerly designated a low-to-mid threat based on probability-manipulation and opportunistic seamanship has, in the two-year interval, become something our fleet tacticians describe as a problem without a good solution.

We tracked him into the Gravewake Routes at month three. We stopped tracking him at month four because the Routes do not cooperate with tracking. What the Routes are, for commanders who have not encountered them operationally: a stretch of sea where the conventional rules of navigation stop applying. Compasses fail. Log Poses fail. Islands appear and vanish. Currents run in directions that contradict prevailing wind. The survival rate for vessels entering without specific expertise is eleven percent over the last fifty years of Marine records. Finn Hawkins entered with no expertise and an impounded ship and spent fourteen months there on purpose.

He was not alone the entire time. Our reconstruction places him in contact with a figure known as Captain Mordren, "Laughing Tide" — a former pirate of some notoriety who had been operating in the Gravewake Routes for decades and was the closest thing to an expert those waters have. Mordren is now deceased. The manner of his death was, by all accounts, entirely voluntary and deeply satisfied. He apparently considered whatever happened in that final engagement with Finn to be something worth dying happy about. We are choosing not to examine that too closely.

Operational Significance

What Finn Hawkins brought out of the Gravewake Routes is not a set of techniques. It is a philosophy. He no longer attempts to navigate around chaos. He navigates through it, by understanding that chaos has patterns the same way calm water does, and that a helmsman who has made peace with catastrophe is the most dangerous kind. Three separate fleet pursuit reports from the Sabaody engagement contain variants of the same observation: the Phoenix Pirates' ship made a maneuver that should have destroyed it, and then sailed away.

The Celestial Roulette is also reclassified upward. Previous assessment treated it as an unpredictable weapon that posed risk to the wielder as much as the target. That assessment assumed the wielder would attempt to mitigate the unpredictability. Finn Hawkins does not mitigate the unpredictability. He uses it as a feature.

There are two separate reasons this bounty has been raised, and this office is not permitted to discuss both of them in the same document. The first reason is the standard one. The second reason involves a facility whose designation is redacted at the Fleet Admiral level and is not discussed in the open section of this report.

The standard reason: the Ope Ope no Mi is one of the most strategically significant Devil Fruits in documented history. Its previous wielder was a World Government asset of considerable value. The fruit's current holder is a pirate doctor who, during the two-year interval, expanded her mastery of it in ways that the previous wielder — a trained Marine physician with institutional support and a decade of documented use — never achieved. We know this because of what happened at an unnamed location that our medical intelligence division confirmed is now empty of everything it used to contain, including staff, records, and any documentation of what was studied there.

The incident produced forty-three survivors who would not have survived without intervention. Those survivors have been inconsistent in their accounts, largely because they were unconscious for most of it. What they agree on is the name they gave the person responsible. The Saint Surgeon. The subject apparently dislikes this name intensely, which is consistent with her documented psychological profile.

Combat Assessment

Post-timeskip ROOM documentation from the Sabaody engagement is limited but present. Three Marine officers reported being repositioned mid-pursuit without physical contact. One reported having his footing simply removed. The ROOM radius appears to have expanded significantly. The surgical precision within it has increased in corresponding measure.

For field commanders: Chloe Wright is the crew's medical support. She is also, by virtue of the Ope Ope no Mi, capable of restructuring a battlefield the same way a surgeon restructures tissue. The World Government's interest in acquiring this fruit is separate from and additional to the bounty. Field units are instructed not to take actions that could result in the subject's death. We do not have detailed records of the encounter. We have a before and an after. Before: the Flame Warden was present. After: it was not.

The Hollow Flame. She did not choose the name. It preceded her arrival at Sabaody through the networks of people who had been in that part of the world and seen or survived something. Field commanders should note that a name earned in the Crimson Hell is earned at a specific cost. The bounty of ฿890,000,000 is close to nine figures not because of what she did at Sabaody, but because of what she did alone, in the dark, with a fruit that didn't want her, against things that don't want to die. Do the math on what happens when someone like that is fighting for reasons that matter to her.

The previous bounty of ฿198,000,000 was set when the primary known threat was a sniper of considerable skill operating with a capable but standard long-range weapon. What returned from the two-year interval was a different category of problem.

Tracking Migo's movements proved impossible for the first four months because he had gone above the clouds. The Sky Island archipelago above the Jaya region includes several island clusters that appear on no standard Marine chart because no Marine ship is cleared to navigate to that altitude. He went there anyway. The why is reconstructed from a single informant account: he followed a silhouette carrying a rifle he had never seen before and decided that whatever produced that rifle was worth climbing for. The informant described the expression on his face as the expression of a man who had already decided and was just making his feet catch up.

What he built on the Sky Islands is the problem. Leviathan's Whisper is constructed from materials that do not originate at sea level. The seastone in its core was harvested from a wreck at altitude — meaning it has properties our standard suppression protocols were not calibrated for. At deck mount configuration on the Shipsune Miku, our ballistics team estimates effective targeting range exceeds two kilometers. Most of our warship engagement doctrine assumes the fight is much closer than that.

The Storm Warden Kill

The Warden designation applies to entities in the New World so well-established that adjusting Marine patrol routes around them is standard operating procedure. The Storm Warden at the Grand Line's upper threshold was on that list. A Sky Island observer submitted a report noting a single report of gunfire at a range their instruments recorded as the upper boundary of plausibility, followed by the absence of a creature that had been present at that location for longer than living records extend.

Migo did not announce his return. He arrived during an active emergency, took a position no one had covered, and removed the most significant threat to the crew's exit before anyone else had time to recognize the threat existed. He was gone before the crew was. The Marines at Sabaody did not have a confirmed sighting of him during the engagement. They had casualties that indicated he was there. The distinction is the point.

The Iron Pit is, for the purposes of this document, a classified detention and training installation beneath the Red Line that serves several interested parties in the World Government's extended operational network. It produces results. It has been in operation for a long time. It does not have a good record of people leaving it in a way that was not planned.

Jimbo left it.

The full record of what occurred between month one of his detention and the nine hours in question is available at Cipher Pol clearance level and above. During a formal execution order for a group of detainees classified as no longer operationally useful, the subject declined to serve as the designated instrument of that order. The facility responded in the way such facilities respond to non-compliance. The facility's response lasted nine hours before the facility was no longer in a condition to continue responding.

The specific numbers from that night are restricted in this document. What the report will say is that the Marines debriefed afterward — this process took significantly longer than standard because several of them required extended recovery before they were capable of coherent speech — describe a consistent sequence. They hit him. He got back up. They hit him again. He got back up, and whatever he was doing when he got back up was worse than before. The tactical situation eventually reached a point where the Marines who were still mobile chose to be elsewhere.

Operational Note

The Breaker fighting style, as subsequently documented by survivor accounts, is not designed to win individual engagements quickly. It is designed to make the total cost of continuing an engagement higher than any opponent is willing to pay. Pain is converted to momentum. Damage is converted to resource. The longer the fight goes, the worse the position of anyone fighting Jimbo becomes, and the better his becomes. This is not resilience in the conventional sense. Their consistent position, after examining two years of documentation on the subject's activities, is that raising the bounty would require explaining what the bounty is for, and explaining what the bounty is for would require explaining the Mellowhaven Treasurership, and explaining the Mellowhaven Treasurership in a formal Marine document would create a permanent record of the World Government having been outmaneuvered in a municipal finance dispute by a donkey who was looking for dried goods at a reasonable price.

We are not creating that record.

Summary of Interval Activities

The subject wandered. This is, as far as our intelligence division can reconstruct, the entirety of the two-year plan. He walked onto ships. He walked off them. He appeared in the records of six separate port authorities across three different seas. He appeared in the Mellowhaven municipal election documentation in a way that we have not been able to fully explain to anyone's satisfaction, including our own. A Cipher Pol operative assigned to track his movements during month eleven submitted a report consisting almost entirely of questions and resigned the following week for unrelated reasons.

The child in the fishing village on the Windless Belt is noted without elaboration. The Marine surveillance post in that region flagged the incident. The flag was reviewed. Nothing in it was actionable. The report is in the file under the heading things that happened.

"We have stopped trying to classify him. Classification requires that the thing being classified remain stationary enough to be examined from a consistent angle. He does not remain stationary. The previous bounty was set on a skilled swordsman with an unusual combat system and a lineage we had noted but not fully assessed. The current bounty is set on someone who spent two years with the source of that lineage and came out the other side having answered whatever question was being asked of him.

Our intelligence on the Windwright forge is limited. What we know is structural: the technique exists, it has existed for a long time, and the individuals who carry it forward are not trained in the conventional sense. They are tested. Based on our analysis of previously documented Windwright practitioners, the test is essentially a question about purpose — about why the blade exists in the hands of the person holding it — and the technique does not complete until that question is answered in a way the forge considers satisfactory.

Atsusato Cain left for that forge carrying the question and came back with all three of his blades completed, the Execution Flow system in a form our analysts are calling mastered for lack of a better word, and a title that did not exist before. The Lone Blade. It is not a title earned through a combat victory that witnesses reported. It arrived ahead of him. These are the kinds of details that are easy to overlook and unwise to overlook.

Execution Flow Assessment

The Execution Flow system operates on a chain principle: each completed attack creates the conditions for the next, and the accumulated chain builds toward a finishing form that the chain is designed to produce. In the version our field reports documented prior to the timeskip, this chain had observable limits. Opponents who could break the rhythm broke the chain. The recommended tactic was disruption at the second or third link before the chain could develop momentum.

Post-timeskip field reports from Sabaody indicate that this approach is no longer reliable. The chain now completes without the disruption opportunities that previously existed. Multiple Marine combat specialists who engaged him and survived — the survival rate in those engagements is noted without further comment — describe a swordsman who does not appear to be building toward anything. He is simply present. And then the chain resolves. The timing between those two events is very short and very final.

The Trinity of blades is now fully operational. Kurayami no Kage, Tenshiko, and Yami no Kesshō each fulfill a specific function within the Execution Flow, and that system now operates at a level our analysts are classifying as New World applicable without reservation.
